CVS Caremark, along with Medco Health Solutions and Express Scripts—the two other dominant pharmacy benefit managers, or PBMs—has been plagued with opaque business practices, limited market competition, and widespread allegations of fraud. While PBMs may well prove a necessary expedient in lowering the cost of health care, measures must be taken to ensure that they operate as they are supposed to.
